Is it permissable for a 3 wire circuit to feed both a heating and an air conditioning load by the way of a double pole switch so that only one unit may be on at any one time?

IF wired to code and inspected it would be permissable.
You may want to use a tpdt switch or a transfer type switch. Also make sure you size everything for the larger of the two loads.
